On the morning of Friday, May 9, 2014, the Sheriff’s Narcotics Division Marijuana Enforcement Team (MET) responded to assist San Bernardino Police Department with a marijuana cultivation investigation at a residence at 879 S Washington Ave in the city of San Bernardino. SBPD patrol personnel responded to the residence after San Bernardino City Fire personnel observed a large marijuana cultivation in the back yard of the residence. One male (Tip) and four female (Phoeuk, Ha, Song and Yang) adults were discovered when patrol personnel arrived. Upon the arrival of Marijuana Enforcement Team members, they discovered a second large scale cultivation operation at a residence across the street at 898 S Washington Ave.
SBSD MET prepared search warrants for both residences. The search warrants were served by SBSD and SBPD narcotics investigators at approximately 1:30 p.m.. Two additional suspects (Moun and Danh) arrived to 898 S Washington Ave after the service of the search warrants. Both residences had minimal furnishings and were being utilized solely for the cultivation of marijuana. Investigators discovered large marijuana cultivations in the rear yards of each residence. The plants were growing under makeshift green houses within a plywood fence enclosure. The cultivation methods and set-ups were nearly identical, leading investigators to believe both locations were being run by the same group.

A total of 1,323 marijuana plants in various stages and sizes were seized. Most of the plants were mature and budding, sizes ranging from 4 inches to 4 feet tall. Over twenty pounds of processed marijuana was also seized. The investigation revealed this was an illegal marijuana operation, which was not in compliance with California medical marijuana laws. With the assistance of Southern California Edison personnel, investigators also located an electrical bypass allowing for the theft of electricity. The stolen electricity was utilized to power grow lights which were used to facilitate the growth of immature plants before they were planted outdoors. The estimated theft of electricity was determined to be in excess of $2,000. The five suspects were arrested and booked for marijuana cultivation and electricity theft.

A total of 1,286 marijuana plants in various stages and sizes were seized. Most of the plants were mature and budding, sizes ranging from 4 inches to 4 feet tall. Two pounds of processed marijuana and a loaded 12gauge shotgun was also seized. The investigation revealed this was an illegal marijuana operation, which was not in compliance with California medical marijuana laws. The two suspects were arrested and booked for marijuana cultivation.
