                        PC 487 – GRAND THEFT OF A BICYCLE




VICTIM:          State of California


SUSPECT:    Jose Casillas, Age 21, of Harbor City; Dean Cochrane, Age 48, of Highland;  Male juvenile


In response to recent thefts, members of the Highland Police Department Gang and Investigations Division conducted a bicycle decoy operation in the City of Highland, on May 9th, 2014.  During this operation, undercover detectives placed a bicycle in front of various businesses throughout the city in an attempt to catch any subjects who tried stealing the bicycle. The bicycle was valued at over $2,000.


As a result of this operation, three suspects tried stealing the bicycle.


Jose Casillas attempted to steal the decoy bicycle in the area of Palm Avenue and 5th Street.  Casillas was taken into custody and booked at Central Detention Center for Grand Theft.


Dean Cochrane was arrested for Conspiracy to Commit a Crime, and Aiding and Abetting after he assisted his juvenile son steal the bicycle in the area of Baseline and Palm Avenue.  The juvenile suspect led deputies on a short foot pursuit before he and Cochrane were taken into custody.
