On December 27, 2013, at approximately 7:10 p.m., Yucaipa Deputies responded to the report of a Man with a Gun at the Yucaipa Blvd Starbuck’s. A witness reported seeing two white males riding skateboards outside the Coffee Shop, carrying what was believed to be a rifle. Arriving deputies located and contacted Christopher Sebelius and Chris Torres, just outside the location. Both fit the descriptions provided by the witness and were questioned by deputies. As the investigation continued, deputies were able to locate the vehicle belonging to Torres in a nearby parking lot. A search of the vehicle produced a realistic AK47 type of air-soft/pellet rifle which had the orange tip painted black to make it more authentic.
Christopher Sebelius and Chris Torres were arrested for PC 12553- Altering the orange tip of the air-rifle and PC 12556(a) - Openly displaying an altered air-rifle in a public place. Both were transported and booked at Central Detention Center without incident.
During the investigation, it was discovered that Sebelius was on active PRCS release for Felony Narcotics charges out of Riverside, as a result of California Assembly Bill 109. As part of Governor Jerry Brown's Realignment Plan, or Assembly Bill 109, to comply with a U.S. Supreme Court Decision requiring the state to lower its prison population; offenders with non-violent, non-sexual and non-serious convictions will serve reduced sentences in county jails and be placed on local supervision through county Probation.
